Experts in election observation

ELEX is an association of European election experts who have operated in the course of the last 10 years in the fields of electoral observation and democratization processes in international missions promoted by the United Nations, the Organization for Security and Cooperation in Europe, the Office for Democratic Institutions and Human Rights, the European Union - or in bilateral missions.

The association was established in March 2001, following a debate originated by the need for a more effective approach and to enhance the activities of technical assistance and electoral observation conducted by various international organizations in support of democratization process.
The wide experience acquired in the course of numerous missions prompted the members of ELEX to carry out an in-depth evaluation of the work done, highlighting the necessity for a substantial improvement of future activities.

The purpose of ELEX is the promotion and diffusion of activities in the areas of recruitment, management and training of personnel employed in these types of missions, setting common European standards of reference.

ELEX aims at becoming a focal point for the Italian and international debate on electoral assistance and democratization through the organization and participation to conferences, seminars and studies at field level as well as in the academic sector.
The Association also aims at designing, managing or participating inprojects supporting democratization processes, covering the areas of civic and voter education, electoral administration, legal advice, training programs for political parties.
